The CMSP Healthcare Infrastructure Development Matching Grant program (HID Matching Grant) has been developed by the CMSP Governing Board to help CMSP counties and organizations contracted with CMSP counties develop expanded facility capacity to provide healthcare and behavioral health services to underserved populations, including CMSP beneficiaries. This program provides funding that aids counties and their contracted partners in meeting local financial match requirements of healthcare infrastructure funding opportunities provided by state, federal or other programs.
Total HID Matching Grant funding may provide up to $10 million in awards throughout the duration of the program. One-time grant awards of the following amounts may be provided to a CMSP county:
- For a single county, the lower of $500,000 or a 5% match of the total project cost.
- For two or more counties, the lower of $1 million or a 5% match of the total project cost.
To receive a grant, eligible applicants must:
- Be a CMSP County Health Department, Public Health Department, Behavioral Health Department, or Health and Human Services Agency. Any of these referenced departments may apply on behalf of themselves or an organization in their county that is under contract to the county for the delivery of health or behavioral health services to underserved populations, including CMSP beneficiaries.
- Be in the process of applying for a state, federal or other grant award OR have been awarded or notified of an award for a state, federal or other healthcare infrastructure grant with a local financial match requirement in calendar years 2024 or 2025. Receipt of HID Matching Grant funds shall be contingent on receipt of the intended state, federal or other funds.

HID Matching Grant applications will be accepted on a rolling basis, beginning February 1, 2023 through December 31, 2024. Applications will be considered as they are received and will be submitted to the Governing Board for consideration at an upcoming regularly scheduled public meeting of the Board.
Completed applications must be submitted to grants@cmspcounties.org by December 31, 2024.
