The Path to Health (PTH) pilot launched in 2019 and sought to reduce delays in care, hospitalization use, and emergency department use for undocumented adults residing in CMSP counties that were enrolled in emergency services only (restricted scope) Medi-Cal. In total, the pilot served 19,415 unique members by providing access to primary and preventive healthcare services. CMSP contracted with the Department of Family Medicine at UCLA David Geffen School of Medicine to assess the impacts of the PTH pilot project. In the final evaluation report from UCLA, it was determined that the PTH pilot was successful in reaching its goal of increasing healthcare access among low-income undocumented persons in CMSP counties. A smaller proportion of people experienced delays in care, hospitalizations, and emergency department use later in the pilot compared to before they were Path to Health members. Additionally, more PTH members self-reported improved health when comparing their first and final enrollment surveys.
